The lake reclaimed land will be developed as a transition zone from the water to the land, so that people can observe the waterfront environment.

Five swamps once existed in the wetland area. A library, a hall, a water environment exhibition room, a study room, and a workshop will be built to trace the shape of each of them.

An outdoor schoolhouse will be built at the edge of the road (the remains of a river) leading to a shrine dedicated to the god of learning.

A facility to learn about the ecology of the lake will be built on the land reclaimed from the lake. The instructors are fishermen and anglers.
